Maksim Viktorovich Surayev was born on May 24, 1972, in Chelyabinsk, Soviet Union. He graduated from the Air Force Pilot School in Krasnodar in 1994 and later obtained a degree in engineering from the Moscow Aviation Institute in 1999.
